February 2012 Luncheon Meeting Friday, February 17, 2012Meeting Topic Evolution of the FCC TV Translator Rules presented by Dr. Byron St. Clair "From the1956 beginning (10 watt UHF translator) to the present combined TV Translator and Low Power TV Rules" Dr. St. Clair will also discuss the comparison of the coverage of Analog and Digital translators and report on the acceptance of digital signals in translator served communities. About the Presenter: Dr. Byron St. Clair has a BS degree in EE and a Masters Degree in Physics from Columbia University and a PhD in Physics from Syracuse University. He joined Adler Electronics, the first manufacturer of TV translators, as Director of Engineering in 1957 shortly after the FCC adopted the initial rules authorizing TV translators. In a classical split off with three associates he founded EMCEE in 1960. As an individual owner he started TV Technology in 1968 which company took over the Adler translator product line. Since TV Technology was sold to Larcan he has remained active in planning translator systems and preparing related FCC applications. Dr. Sinclair has been President of the National Translator Association since 1995.
